IMO normally phones come with both slots supporting similar specs....unless some chinese phones having special kind of slots !!

In Windows Phone, all OS versions, only one SIM slot at a time can use 3G/4G. The other is relegated to 2G (for SMS) and voice.

You can use either slot, but only one at a time, for data. Go to your SIM settings to toggle.
