Lumia 830. Why are my photo files only 2.5MB to 4MB?

Thought photo quality was supposed to be around 10MB or so. In settings only camera app option is "camera". Would a different app solve the problem? What am I not understanding?

That's normal, there is usually some compression to save space, but don't worry, you're still getting excellent photos.

My BlackBerry Priv has an 18 MP shooter on the back, as compared to the 10 MP one on the 830 and photos come out to be 3-6 MB or so. (more on a higher quality setting, less on the standard)

If there was no compression whatsoever, you'd be getting 10 MB photos but wasting a LOT of space for very little benefit.
