I don't see why L720 still needs "approval". All devices in India are UNLOCKED. Why would they need to be tested?
It's not only in India. Other countries, like mine, also show "Waiting for approval" for unlocked Lumias.

If Lumia 720 was launched in USA, it would have gotten GDR2 update by now. As USA is currently the topmost priority for Nokia which kind of sucks for rest of the worldwide users and is discrimination on the part of Nokia. Lumia 520 and 720 were announced at the same time and yet Lumia 520 has received GDR2+Amber almost a month back in USA.

LOL. You are definitely wrong. The above phone is released WITH GDR2 on board. Lumia 520 owners in USA did not get the update.
The update is available to Lumia 720 via Nokia Software Update for Retail in Brazil. Firmware version is 1030.6409.1311.0001.
