Photo Editing app suggestion needed

I am new to windows on my phone. I just switched from android. I would like something to edit my pictures, but it seems all I can find is apps that will enhance them. I really am just looking for stuff I can goof around with my pictures, and add text and maybe doodle a bit. Maybe be able to erase parts of the picture and save them as their own cutout, etc. I don't mind paying, but I would hate to have to pay and find it's not what I am looking for. On android I used this app called picsay pro if any of you are familiar with it.

If you're interested in editing on your phone try Fotor or Thumba, which are highly recommended. Could you detail any specific requirements you have with editing?

Fotor is pretty decent if you want to edit on your phone. Real editing happens on the desktop though.
