That's normal. What you're seeing is noise. It happens when there's an inadequate amount of light entering the lens.
The processing algorithms of the phone are good enough to continue letting in light and piecing the photo together (such as the oversampling) that the photo then becomes (relatively) clear.
Do keep in mind that the "fuzzy/grainy" texture is also important to keep detail.

i feeling weird on my 1520. mostly pictures here less noise..how do u do that to decrease noise...even in darkness..mostly u all pictures clear..

For less noise, it's not so much the camera settings as it is the amount and quality of light available at the scene you are shooting (obviously!). Sometimes when I'm outside I will decide to shoot something solely because there is good or unusual light at that moment. Which is very different than going out to photograph a particular subject or a scene in mind, and then having to make due with whatever light is there, then.

In any case, when shooting, I nearly always will set the ISO to 100 or a max of 200, first thing before taking any pictures. If outdoors, and really under just about any atmospheric conditions, will set the WB to Cloudy so that the colors are richer and warmer. Sometimes will use Daylight if the overall result is too yellow or golden, and if too many people in the shot have colors like purple or red which are not that flattering under the yellower "Cloudy" setting.

I do think that not having presets is a big shortcoming for this higher end camera-centric phone. I would love to have one preset button for my outdoor shots, with ISO 100 and WB Cloudy, another for B&W, where I'd like to have the EV turned down a 1/2stop, and contrast up a bit.
