There are a couple different ones out there. The one I use (that I got on recommend from this thread) is Skinery tiles Pro.

Here is what I am rocking right now in prep for the season. Taupe color scheme. Used Skinery to change the FB, Wifi, IE, WPCentral, and Nokia Music tiles to black. Everything else is pretty basic.

This is a very good example of image manipulation (or in other terms, 'photoshopped'). Not only the icons are jagged, but your clock is waaay close to the edge, and the "Messaging" font is not Segoe WP. Transparency and blur, and with the background image reveals a lot of iOS7 imo. Not fit for Modern UI but could be a viable alternative for Android home skin.

This is what I have going right now. I've got my usual big image home screen, this time celebrating four of the Xbox One games I am most eagerly anticipating. They were created with Custom Tiles Maker with the "layouts" upgrade and the "changing tiles" upgrade. The tiles comprising the centre image change every half hour so it stays fresh. The tile bottom left is Collector (a news aggregator). I highly recommend it.

How are those matching green stripes on the image are put? It's part of image or by custom tile maker?

I would swap the message tile and the people tile IMO. The message tile doesnt add anything for being the medium tile size were as the people tile will add some pop to it with the live tile flipping profile pictures. Just a suggestion based on personal preference of course.

PS. LOVE me some Hillsong. The Youtube video of Brooke singing Hosanna brings me to my knees everytime.

I really do like the look of your layouts. Just miss the functionality of having more stuff at my finger tips. If I could use Skinery to do images like that and still keep the ability to link the tiles to apps I would be all bout it. But it leaves the icon for the tiles overlaying the picture which kinda defeats the point.
