No, it was an actual website. A "social" site where WP users could share their home screens.

Do you mean the blurred home screen as lock screen? It's a common enough thing - quite a lot people do it. You can do it all from your phone:

1). Take a snapshot of your home screen
2). Open it in an image editing app for WP like Fotor
3). Blur it
4). Save it
5). Set it as your lock screen.

Easy! There was an app that basically does nothing but this. All those steps at the press of a button practically. I thought it was called Blur. But I can't find it now. Anyway it's an easy enough thing to do.
