problem in receiving SIM Calls

My phone Lumia 640XL its can't receiving SIM1 Calls when connection data is off and when I turn it on Its works done can u help me in that ??

I DID hard reset for phone and still this issues available

using the sim management settings turn on both sims,turn on roaming for both.To save data,restrict data in data sense to 0 mb when not using.Also some stupid providers have such problems(Airtel,Vodafone IN) etc
