It's available through the Bing Vision lens. Go to Camera, then change your lens to Bing Vision. If you're not using Cortana, it's still where it originally was.

It is Much easier than that to bring back Bing QR Code Scan. just turn of the location service and Cortana will go away temporary and bring back Bing search when you are ready for Cortana Just turn on back your location Service and Bing QR will hide again.

can I have more detail clear steps under Lumia 925 WP8.1
I follow your instruction to turn on the location services. and then, which click/actions to turn on that QR code scanner ? which I lost.
