Reassign F1-F12 function hot keys?

Is there a way to reassign the alternative function keys on the keyboard? As an example, F1 is for lowering keyboard brightness, and F2 is for raising it. I think F4 and F5 were a poor choice for the SB keyboard, since there are physical buttons on the clipboard for volume already. I would much rather have preferred brightness control, since I'm always changing that, and what's annoying is that there is no quick way to change it in smaller increments other than by 25% at a time.

Anyway, if there are any possible solutions for this, that would be appreciated.

Fn+del can change the brightness up and fn+the button under del can.low it down
