Repair costs for bricked Lumia 1020?

so my Lumia 1020, thanks to WP10, is stuck in an endless cycle of rebooting until it drains the battery. Lumia Software Recovery Tool and Windows Phone Recovery Tool are of no use right now towards alleviating this problem.

That said, I've been using a GoPhone Lumia 635 on my 'regular' (read: contract) AT&T account, but this Lumia 635 just isn't what I want from a phone (for one, it lacks a flash).

My question is thus: how much am I looking at paying if I were to send it in to Nokia/MSFT to get a factory reset? Any idea? I'm in the USA. I really want Talkman to come out soon!

I literally cannot get into the phone. Whenever it gets power, all it wants to do is keep rebooting I've tried the power+volume reset countless times, too

It should be able to be put into flash mode. Once you get the lightning bolt screen your there. Look at the flash guide on XDA and grab the right product code from navifirm and use the windows image designer to flash it
