Roll back to 8.1 from Win10 on Lumia Icon

[Windows Central Question]

After 24 hours on Win10, I'm done. I want 8.1 back. I downloaded on to my PC the Windows Device Recovery Tool but it won't recognize my phone. I rebooted phone but it's still not picking it up. I attempted to use Windows Phone app to see if I could access the content of my phone - that just spins. The USB cable is attached, the phone is charging but that's about it.

Any ideas on how I can get this thing rolled back to 8.1?

Is WDRT even recognizing that your Icon is connected? If not, I would try swapping the USB cable. It is possible that the data transfer/communication lines are not functioning but the power lines are still providing a charge. I had a similar problem and changing the cable allowed it to be seen.
