Do you think there are going to be any problems with the developer preview of Windows Phone 8.1 on Samsung Ativ S? Is it still Samsung branded?

No Dev preview has nothing to do with ur OEM or Carrier since its only a software update and not a firmware update so u shouldn't face any issues.

That's not strictly true, the GDR3 dev preview had a catastrophic bug on the ATIV S where it would boot to a black screen after a factory reset. Then there was a 50/50 chance it would come back perfectly after performing another factory reset.

This bug was preventing me from installing GDR3 from PfD. Any "rumors" if they fix it in 8.1?

Yep. 20 minuts, works like a charm (no hard reset of course, I'm not suicidal). Still testing but, for me, I have not encountered any error.

edit:
Overall? OK!

Two things I don't like:
- battery, time, range icons are always visible (meh)
- there's no option in action center to turn on/off mobile data

edit 2:
Bugs?
- tiny, really tiny stuttering (during scrolling in menu or startscreen)
- built-in photo app - my photos are always sort by date and hour, even if I turn off this option (hate this view)

hard reset doesn't solve the reboot loop bug

It solved it for me. It was started by the soft reset. That's how I got the bug. It worked perfectly, but for some stupid reason I decided it would work better if I soft reset. Bad decision. Anyways, I hard reset it and it's been working for the last two hours as I downloaded my apps. Now, I'm re-downloading my maps. Probably another 2 hours on ma sloooooow internet connection (3Mbits)

Yeah, I think you're right. The bug maybe starts with the soft reset. I did another hard reset and now it seems that works fine.

For me not found any Bug, Only after that **** off of restarts happens ... I'll have to reset my phone every morning, and do not install anything until ready.
