Screen not powering up when text notifications arrive

On my Lumia Icon, the screen does not light up when I get toast notifications, but if I have my phone set to vibrate, the phone does vibrate, just doesn't power up the display. Also, if I get one text while using an app other than Messaging, it will vibrate and I do get a toast notification. If I get a second text shortly after that, it will vibrate again, but as if I was already in the messaging app viewing the conversation (the short vibrate). Has anyone ever seen this before?

I can't say about the vibration behavior, but does your phone turn the display on and off properly during a phone call?
If the proximity sensor believes the face of the phone is covered at the time, it will not turn on the display when a notification is received. (it will however, turn on when its uncovered)

My phone does turn the display on and off properly when I place a phone call (actually just placed one). As I'm writing this, I just got another text, and the screen lit up correctly. The sensor may have "reset" itself when I was on the phone. Thanks.
