Syncing Windows 10 People App, why doesn't it do it?

Syncing Windows 10 People App

I can't get profile pictures to sync across devices from the People App or from Outlook.com, its driving me nuts.
Do I have to add them on each device and do the contact linking where a contact is in multiple accounts? I had done this but it then does not display calls from texts from people if their phone number is not formatted correctly

I have added on Outlook.com, and tried from Phone (950xl) and desktop but does not sync ever, am I the only one ?

I presume you have tried adding them on outlook.com?
