Tingling/electric sensation when touching SP3 while charging

Hi

When I touch the glass or the back of my SP3 while it is charging, I get a tingling/electric sensation.
It doesn't hurt, but it's a bit annoying and it certainly doesn't feel normal.

Does anyone of you have experience with this problem?
Could it be a grounding issue on the device? (I'm using the SP3 charger + a normal plug, so I don't think it has to do with the plug)
Or does every SP3 encounter this problem?

It's mostly prevalent when sliding my hand over the back of the device, then it feels like the surface is vibrating (which it isn't, it's just the some electrical charge that gives that sensation, I guess).

This is normal on most devices made out of metal, even on different plugs/sockets. My iPod touch (made out of aluminium), SP2 (made out of magnesium) and power bank (made of aluminium) all do this when plugged in, and frankly, I've never had any issues with those devices or any others plugged into the same sockets. I'm not the sciencey-type to explain, but it's not really a problem :)

Sorry to contradict a bunch of people but this is not "common" to Surface devices. I have owned and/or managed them all and it has never been encountered on any machine. It is also not static electricity since that is not how static discharge works. To state the obvious, this is a problem for which you should contact tech support if it is noticeable to the degree that you mention. Some people are highly sensitive to electrical fields but, if you have never encountered this before with another device, you are probably looking at a electrical fault. Coming here and asking if getting a shock from your device is normal is asking the wrong crowd.
 
My old RT used to do this if I tried to use the mini-HDMI port. However the HDMI adapters I used were cheap chinese crap, so it could as well be those.
 
Anyone claiming getting zapped continuously by an electronics device is normal does not know what they are talking about. There is either a problem with your device or mains electricity.
 
I remember getting a little shock while I was plugging it into the Surface. It was really bad to the point where it burned the internal port and charger itself. Took it to a Microsoft store and they replaced it for free without taking a hit on our Complete warranty. They did make my wife sign a waiver though, and of course she doesn't remember what it was..........
 
The issue is NOT normal. I have an SP3 and I do NOT feel any electrical tingling. As far as grounding, all electrical devices has some kind of ground built in. It's required. So, if it is a grounding problem, the issue is going to be in one of two places. The outlets you are using, and yes, there could be grounding problems in the multiple buildings you've tried; or it's in the charger itself (not the power cable part), since THAT is what is transmitting the power to the device.

By who? Regulations don't....Class 2 devices haven't any. Also physics don't require any.

Electricity requires a return path, but that's not grounding.....

Ok. In that case, then there is a short somewhere in the charger itself (either within the brick, the wire, or the connector that attaches to the device) causing it to ground against the chassis of the tablet, because there is power going somewhere it's NOT supposed to go.
