I asked Paul Thurrott on his thoughts. This is the reply

Honestly, I don't think this is any different than any other Windows Phone rollout. We just need to wait for the carriers to OK the updates, as always. I always figured it would be the full summer before most phones got it.

Maybe they expect us to give up and buy new phones. Something that I refuse to do for the next two years cause my 920 still works like new after 1.5 years!

Not crazy enough to spend money for a new phone instead of month (?) waiting for a minor firmware update... but i think, that there should be some basic principles and some fixed schedule and this should be followed... and there is no reason why should the loyal customers be punished, because they in a good faith bought the first wp8 device... these customers should be on the top of the list, because they supported the ecosystem in the times of development... don?t care about the Cyan, or some GDR, but care about principles and care about customers...

Agree but can't remember quite the level of 'MS need to do it/the carriers need to do it' playground name calling.

I suspect something is rolling out somewhere. as getting 'We are currently unable to check for updates (801901f7)'

had this message around the time the few alleged roll-outs were happening last week. Shouldn't think it is my turn yet though - I assume the mouse powering the server has fallen off his wheel or something.

Honestly, i'd be fine with that. i would just like some clarity on what they're doing with the update right now. It seems like they're focusing on those who already have it with the GDR1 update they just put out. Microsoft, Nokia, and whatever carrier all have twitter. They could easily let us know what's going on.
