Right, I've downgraded from 8.1DP in anticipation of the rollout of the 1520 Cyan rollout in Australia not far away hopefully. Coz being back on WP8 after being on 8.1DP since it's been available sucks. And to top things off, backups using 8.1DP on the 1520 was not working for me and tried everything. So, I've lost quite a bit of stuff which I'm disappointed about. I'm hoping that Microsoft are getting their act together regarding the updates. There's been a few disappointments over the last few years.

True. Once the carrier gets it, it's anyone's guess when they will release it for their clients. Not really sure why it takes some carriers weeks and weeks before they release. I'm guessing it is another way for the carriers to sway the consumers into buying a handset that they get the biggest kickback from. (Laahahalapple|samsungalalalaaa)

Bought my 1520 from the US and am presently in India. No updates showing irrespective of the regions that I select.

First your phone was designed for US region and by change of regions you will not be able to get an update. You have to wait until MS will release update for your phone (means for US)
