Unable to pair anything with Bluetooth?

I have the Alcatel Idol 4s. When trying to troubleshoot my pebble I deleted the pairing, but now whenever I try to add it, I can no longer access the pairing screen for ANY bluetooth device?

0. Bluetooth is ON, and connects to my car without issues
1. I press and hold the Bluetooth icon in the notifications tray to access bluetooth settings
2. I click "Add Bluetooth or other Device"
3. I click "Bluetooth"

Then it fails with this message:

Clicking the Get More Help link just brings me to a completely useless FAQ

Have you tried a soft reset?

deleting pebble watch pro and pebble essentials did the trick, and I can no re-pair. However I can't get notifications to work, so I'm suspect the app itself is broken.
