Video problem when docked

I just got my Surface Pro 2 (128GB) this week, and I'm experiencing a video problem when I have my SP2 docked. When docked, and only when docked, the screen "tears" when I scroll. Currently, I have a keyboard, mouse, external speakers, and a monitor (via mini-DisplayPort to VGA adapter) connected to the dock, if that makes any difference. The tearing occurs on the SP2 even if I have the monitor turned off. Is this a known issue, or is there something wrong with my setup or with my SP2 itself? Finally, is there a known solution? I Googled it but I couldn't find anything.
 
If you unplug the DisplayPort cable from the dock, does the problem solve itself? I know you said you turned off the monitor, but current is still passed. A computer knows when you plug a monitor even if it's off.
