Features have been frozen for a long time and no modifications are taking place.

Yes and bugs that were not there are popping up like mushrooms after rain. We got completely new ones in the new build. In the install process itself, in the OS, in the apps. Core app is gone, no replacement installed etc. This is not how the system that is aiming to go RTM shortly looks like. They are still adding and changing things.
