What happened to the incremental updates?

I thought MS started pushing builds awhile back that would update faster because they only portions of the OS would need updating. After installing recent fast ring build, it doesn't seem to have changed for me.

Maybe they are still doing Core Changes that still didn't applies under UUP.

They're doing those on Windows 8.1 (I keep a 8.1 computer because I have a program that won't run on 10).

It's possible it will go in full effect once the Creator's Update goes live for desktop, phones and Xbox.
