What is Outsider?

So I picked up the Outsider app to see what it's all about; it gets good reviews and such, I figured it was worth a shot. Only thing is... I can't figure out what it's for and what it does. It appears to be some sort of WP social network? Maybe with a development slant to it? Maybe I'm just being dense, but can someone give me a run-down on it?

I've been wondering the same thing. I bought it about 2 months ago, and still have no idea what it does lol xD
