Mark brought Whatsapp to get his facebook tax low so when taxation rates go high he shuts down Whatsapp server for a while so that fb rates boost up and he earns more making use of us

just change (rename) file format (mp3) to mp4 using any file manager and cut/copy/move it to Pictures - any folder (saved, camera roll, screenshots, whatsapp). Then in WhatsApp -attach-video -find your file and select it.
Done.!
