Who Pushes Firmware Update for 8.1 GDR1?

It seems our 8Xs need a firmware update from HTC before we get WP 8.1 GDR1. T-Mobile has apparently stopped updating their 8X devices, so if I'm on the developers preview does anyone know if HTC will push updates without carrier support?

Would be direct from HTC, I would think as it's required for all devices.

I figured it would originate from HTC, but most firmware updates come via the carrier. The question is if they will send it directly since T-Mobile has abandoned the 8X.

For a general firmware it (in theory) should be the OEM. If it's one that doesn't require carrier intervention (like Cyan does with the Lumias for example), then it should be HTC that send the firmware out as it's a global update.

I've got an 8X purchased from Bell in Canada. They stopped carrying this phone a long time ago, but I still get OS and firmware updates. Phone is unlocked if that makes a diff.

Any firmware via OTA, is going to have to be OK'd by the carrier.
