Why am I getting an error message when I try to lock my phone?

Weren't able to lock phone. LUMIA 630

I lost my NOKIA Lumia 630 and I login to my Live account and look at the phone last location, which is correct. I then try to Lock it but I only get this message "We're sorry, but we weren't able to lock your phone. But please try again later. We might have a better connection in a little while."

Is the phone defective, batter drained or the website is buggy?
What if the stolen phone's SIM is removed or the settings Location feature was disabled , can it still be tracked?

The remote lock would work if the phone is connected to the internet. If the lost phone was reset then you won't be able to find it. Unless you know the IMEI and you want to file a missing complaint so that the carrier/police can blacklist the IMEI
