Why am I not able to Update Lumia 520 to Cyan?

Hey,
I decided to try out windows 10 for phone on my Lumia 520. Being unusable on my device I decided to downgrade it to windows 8.1 using the windows phone recovery tools.
Unfortunately, I was downgraded to windows 8. When I try to reset my phone it tells me that I have the latest windows for my device (Windows 8).
I upgraged to Cyan last year but now am not able to upgrade to Cyan after resetting my phone. When I use the Over The Air service it says my device is up to date while its on windows 8.
I downloaded the windows preview for developpers app on windows store and am told that my phone is not supported and I need to upgrade my device.

My product code is: RM914-059R9Z8
My firmware version number is: 1030.6409.1314.1001

Does anyone have any suggestions how I can return to windows phone 8.1?

Can i know your Country. Is it carrier locked.?
download WPRT and try.
