Why aren't my apps working?

my apps are not working

nokia lumia 521 I've had for over a year works good till a few days ago none of my apps will work. i've restored it and factory reset it ...but the same issues are occurring. the weather wont even work.What is the deal anyone have a clue? And yes updated.

Go through another hard reset, but don't restore any backups. Just go for the clean install (option: don't restore). Keep us updated
