why both sim cards have stopped in my lumia 640 xl ?

sounds like you tried everything you could and it looks like it is your 640XL that doesn't play well with two SIM cards inserted. Definitely try to get it exchanged. If you can try this in a store near by even better (MS or provider). Only walk out of the store with it working.
