Why can't I access my Microsoft account on my laptop?

cant access my microsoft account in laptop

i updated my system from widows 7 to 10. when i tried to access cortona it asked me to sign-in. so i created a account online. when i press the sign in button (given by cortana) the cursor just rotates. nothing happens.
