Why doesn't my start button work and can I not swipe in from the right of the screen any longer?

why does my start button not work.and i can not swipe in from right of screen any longer.

the search window in the task bar wont work.can not swipe in from side to get at computer settings.(pc).can not use start button at bottom left only to shut down.
