Why don't I have HD playback on WP 8.1 Update 2?

No HD playback on WP 8.1 Update 2

I recently updated to update 2 using the Windows Insider program trick and now my phone (BLU Win HD) doesn't support HD video playback (or any quality greater than 360p) through any YouTube apps, YouTube.com or even embedded videos on websites. I've soft reset the phone, uninstalled and reinstalled all relevant apps, and hard reset the phone but the problem persists. I can watch video in SD fine but whenever I toggle the quality to 720p I receive an error message and the video won't play. I'm on version 8.10.15116.125 and never had this problem prior to updating.

Is there any way I can roll back to 8.1 Update 1? I don't have any backups from prior to GDR2 to restore from.

But because you do not have a back up you have to do a clean install and manual reload the apps you downloaded.

Does this tool only work for Nokia devices? It doesn't recognize my phone despite the fact that the WP app for desktop recognizes and syncs with my phone.
