Why is my "User" folder in "Windows.old" empty?

Windows Central Question

I had a problem with my laptop, everytime I boot it said an operating system could not be found, disconnect any hard drives and I couldn't troubleshoot or repair any problems, it just kept looping.

So I did a reinstall of Windows 10 and chose to keep the files from the old system.

The installation was successful, and when I clicked on my Windows.old folder, the "User" folder was empty while the rest had 11 GB of data.

Any solutions or my pics, documents etc are gone?

I didn't format the drive either, not sure if the reinstallation did that automatically but when I selected the partition, I selected the primary partition and just clocked Next. Could they be in any other folders apart from Users?

I don't know of any other place to look. How big is the Users folder? I hope you have a backup.
