Why isn't my Cortana working despite my region being correct?

Cortana is not working despite my region being correct.

I just bought a HTC 8x I put the new windows 8.1 on it and set my language and region correctly but cortana still will not work. Help Please
She says I'm afraid I'm not Available to help in your region with the language you chosen.

You need to have Update 1 installed for Cortana to work in China (beta), UK (also beta), along with Canada, India, and Australia in alpha form. Cortana works out of the box with Wp8.1 only in the US, also the dev preview update released late december bought the alpha version to France, Italy, Germany & Spain.

Probably you still miss a setting or you have not the proper OS version. See below link
