Why isn't my Hey Cortana working under the lockscreen?

"hey cortana" not working under lockscreen.

hey cortana doesnt works when my phone (lumia930) is locked. i have to unlock the phone and then when i repeat the command "hey cortana" then she responds. why she isnt responding under lockscreen?

Settings > Cortana > speech settings > check the box that says use speech when the phone I locked
