Why won't Cortana work in the Windows 10 upgrade?

Cortana wont work in Windows 10 ugrade.

I have upgraded to windows 10 and Cortana wont work. I live in Germany and only speak English. I have reset my location, time zone etc to United States (English) and Cortana works great. Set everything back to United Kingdom (English) and she wont work. Please Help.

Welcome to Windows Central.

It seems that you already know the solution - set everything (except your time zone) to United States (English).

Once the final version Cortana has been released to more regions, then attempting to use other location settings may begin to work.
