Why won't my 520 accept a sim card?

wont accept sim

Hi I bought a lumina 520 on ebay. It came from Slovenia and was supposed to be unlocked. I put a talk talk sim in but it refuses to accept the sim. It didnt have any instructions and I cant even get the dial pad up but it have connected to my windows. Surely I should be able to get to the phone screen. Anyone help or guide me to the instructions ?

is it really unlocked? Maybe a factory reset using windows device rcovery tool might work
