WiFi Sense accepting terms

I frequently connect to a wifi that has a webpage where you click Accept to connect. I thought wifi sense was supposed to do this automatically for you. Yet when I turn wifi sense on and check Accept terms of use when required it still asks for attention and makes me manually click the accept button.
Am I doing something wrong or is this problem prevalent?

I think it depends on how the public Wi-Fi network is set up. For networks in Starbucks etc you will need to sign on on the webpage and accept their individual terms and conditions.
