Win 10 Mobile blocks from adding account

Installed the most recent Win 10 Mobile build for the ATT Lumia 640XL. I cannot add an account in Outlook or contacts, etc. What security issue did I miss? Nothing else is installed on this device.

try resetting and making sure internet is available
