Windows 10 cant restart my pc anymore only shut off

[Windows Central Question]

When selecting restart from start menu PC begins process then after a blue screen saying windows is restarting a window pops up with only a button to shut off PC and just sets there until i press shut off PC. So cant use restart for some reason.

Hi! Here's how one PC user fixed this problem. I have my laptop set to never sleep and my restart works like it should! I'm thinking this may be a bug in W10 and hopefully they will put out a patch soon to fix this issue!
1) Go to "Power and Sleep" settings. Tell the computer to Never sleep.


2) Disable "Fast start".


3) Shut down computer and reboot.


4) Do a restart from Windows.
