[Windows 7] Strange window border glitch

Ok, so I normally use Linux but recently I started using Windows again as I wanted to play some Team Fortress 2. One day I was looking at my HDD properties and I noticed a strange window border glicth

Notice how it's smaller than it should be? Does anyone have any insight as to why this could be and how to fix it?

I managed to fix it.
Personilzation < Window Color < Advanced settings < Border padding < Change it from 0 to 1
