Just made an account to thank you all and to confirm that under Windows 10 Pro N the missing Media Feature Pack is the cause of this problem (and countless other ones)! There is a detailed list of all excluded features (Windows 10 N and KN editions), just search for "support KB3010081". (Sorry, as a newbie to this nice forum I can't just post the link.)
notable excerpt:
  • Windows 8.1 Portable Devices (WPD) infrastructure: Communicates with attached media and storage devices, including devices that support the Media Transfer Protocol.

Re: Windows 8.1 N won't recognize my device. For my new Samsung Note 8

Thanks for the info. Definitely a driver problem then, but this code doesn't always mean the driver is missing, it's just that sometimes Windows cannot install the driver properly. You see it on printers as well sometimes, but there's not one universal fix that solves these problems.

One solution which has worked for some I see, is to connect the phone again to the computer. Keep the phone plugged in through the USB to the computer throughout this. Turn the phone off by holding it's power button down as you usually would. The phone should switch off and restart. When it restarts hopefully the drivers will be reinstalled properly this time. Give this is a go and see if this solves it.

I actually had a few 'buggy' problems when I upgraded to Windows 8.1. IE would not work correctly, some live tiles would not work no matter what I tried and a couple of other issues. What I did in the end was to 'Refresh' Windows. Then install 8.1 again and everything worked fine. I'm not saying do this just yet, but if all else fails this would probably sort the problem.

I just used this idea (see above) to get my new Samsung Note 8 to show in my 8.1 laptop "My PC" list as a USB device. Restarting with the USB cable connected did the trick. Thanks
