Windows 8.1 Tablet PC (Laptop) with sim card slot but Nothing like phone

My laptop (detachable tablet) has a sim card slot and its came with windows 8.1 installed. But there is no option for calling or anything which a cellular phone should have. I have inserted a sim card too. But nothing popped up.

Can anyone tell how do I use it as a phone?

Typically that is used for data access on the go from a provider like ATT/Verizon/Sprint. I've not really heard of them being used as clients for Voice/Text.
