Windows 8 Metered Network and Lumia 920

I've just noticed that Windows 8 lets you set a connection as metered or non-metered. I've been Wi-Fi tethering with my 920 on my laptop for months, and never seen this option. Until very recently I noticed on my Surface Pro, the option "set as metered/non-metered connection" is available.

Has anyone experienced this issue? Is there a way to force the connection being treated as non-metered?
 
The thing is, if I right-click on the tethering connection, there's no "Set as metered connection" nor "Set as non-metered connection" (though Windows 8 is treating it as a metered one as confirmed by Outlook and SkyDrive). However, when I use Surface to connect to the same mobile hotspot (by 920), the option is there.
