It already has one. You can move files (multiple), share and upload them, etc. etc.

I gave up and used the Nokia software recovery tool, went back to factory setting and reinstalled all the updates - painful, but now rocking the latest on my L920 (Canada, Rogers)

support for 64 bit on windows phone 8.1 is useless. because there isn't even 3 gigs of ram that is available on windows phone.

however, for windows phone 9 that makes sense.

I'd like a decent clipboard, with the option to 'cut' text. Also, locking the screen cleans the clipboard and the copied text is lost. Android's clipboard on the other hand maintains a history of copied text.
