Why can't I drag or resize a folder,application,not even a tab in Windows 10?

I cannot Drag or resize a folder,application,not even a tab in windows 10

I can minimize and maximize a particular folder,tab or application but I cannot drag it or expand it according to my wish.

you drag by clicking and holding the title bar.

Also, you can snap windows by pressing the windows key and direction keys simultaneously
