Are default keyboard shortcuts in Win10 customizable?

Hi all,

I used to be able to close any application or window by using Ctrl+Q (to quit), but in Windows 10 it appears to be Alt+F4 (plus Fn key, if necessary). The issue I have with this is on a Surface Book, the Fn key acts like Caps lock, one press and it stays on until you press again, rendering the functions of those keys (volume up/down/mute, keyboard brightness, home/end etc) useless while the Fn key active. I'd rather not have to press the Fn key once, use Alt+F4 to close window, then press Fn key again...

Is it possible to adjust the universal keyboard shortcuts in Windows 10, to reassign the "close application/window" shortcut to Ctrl+Q? At the moment, just a quick search on Microsoft's keyboard shortcut webpage (http://bit.ly/2a0U2f1) shows this combo is not in use...

Any help is much appreciated, thanks in advance!
