I don't see the fiasco.
The only fiasco is that we're all impatient. Otherwise this is the normal update process. Staggered updates going out to a bunch of people who can't wait. Me included.

WRT is not an update tool. It is a recovery tool so it does not have to have latest version on it, although it may.That's the behavior I'm seeing too. WRT says that both of our firmware versions are up to date (even though they differ amongst different WRT users). The OS version available on the MS server also seems one update behind what is available OTA (.11 and not .29)
I keep checking for the update, but so far have not seen it., On my Nokia 520 running Windows 10 also,
I never received the November update, even though it was announced in Windows Central that it
was released. Why when it's announced that an update is released, not all insiders get it? I'm thinking
it's the way the update is coded, an earlier post showing the 950 series came out with 2 different
firmware.
Installed Insider Preview and .36 is there.
So now I'm running new firmware + .36

I can confirm this... I wasn't getting the update either. Hooked up my XL to WDRT and that saw a new firmware was available.
Installed it via WDRT that did a hard reset on my phone and voila, new firmware installed and still on build .36. Restoring backup as we speak...
Which OS and FW version you were before WDRT? After WDRT, you got the OS .39 by default or had to update?
Are you enrolled in Windows Insider? You need to be to get 36.More importantly, what firmware were you on before upgrading to .36. I really believe that the .36 update won't install on devices running the 02008 firmware that was recently pushed out.
