Android handsets to be supported

Hello,
For someone who understands the low-level details of bootloader and stuff, my question is:
What would Windows 10 require to work on any particular android handset? I can think of 3 things at the least:

1) Unlocked bootloader on the android handset
2) Minimum configuration that windows mobile 10 supports
3) Device drivers for all chipset and other device components (if they are separate from chipset)

Are there any there things which would be absolutely required?
If these three things are all that is required, would it be possible for someone knowledgeable who wishes to use Windows 10 on their Nexus to take the Xiaomi Mi4 ROM, add the Nexus drivers for Windows and create a Nexus ROM?

Please comment only if you've have low-level understanding of things :-).
