Bought a Lumia 640 XL unlocked off ebay, why has my internet sharing stopped working?

Bought a Lumia 640 XL unlocked off ebay

....after changing the languages to English everything worked including internet sharing. Stupid me installed windows 10 preview and now internet sharing doesn't work. Even after using the recovery tool to downgrade to 8.1....

any ideas?

After moving to Windows 8.1, try a hard reset also?

Yes, and that didn't work. I'm not sure what did...I added the spanish keyboard, and access point and it started to work again....although access point does not fully open.....one of the two fixed it

I bought a 640 xl from Ebay also. I think it is in Chinese. How did you change your language settings?

If it is the same one I have(1096), I think that's Vietnamese actually.
I was able to cchoose English when I first started it up before hand. Then it restarted and was in English
